NCDOT Route Survey (PF-16A) for 16 ft Wide Mobile Home Moves
Updated 2026-10-28. Last verified against the sources below: October 28, 2026. General information, not legal advice; rules and fees change, so it may be out of date. The issuing office's current rules control.
For 16 ft wide mobile and modular home moves, NCDOT wants a Route Survey Form (PF-16A) from both the transporter and the certified escort driver before the application is complete, on two kinds of roadsST-1:
- Primary routes with restrictions shown on the NC Truck Network map (linked from the Permit Unit pageNCDOT), and
- All secondary routes west of Cleveland, Lincoln, Catawba, Iredell, Davie, Forsyth and Rockingham countiesST-1.
Does it apply to me?
Only if your widest section is 16 ft. 12 and 14 ft homes aren't covered by this requirement in ST-1. If you're moving a 16 ft home in the mountains or foothills on state-maintained secondary ("SR") roads, plan on it.
Correction: an earlier version of our regional guide said every mobile home move on western secondary roads needed a PF-16A. NCDOT's current publication ties it to 16 ft wide homes.
What it means for you
- Someone has to drive the route first and sign off on curves, grades, bridges and clearances, so add a few days to the schedule.
- It needs a certified escort driver, which ties into escort costs in the width and escort guide.
- Tight gravel drives and steep turns are where moves stall. Walk the last mile with your contractor and trim limbs before move day.
Questions for your transporter
- Is my home 16 ft at its widest, and does my route need a PF-16A?
- Are the survey and escort time in the quote?
- If the survey finds a problem, what's plan B: re-route, wait, or extra equipment?
