In North Carolina, anyone who sets up a manufactured home for pay must hold a set-up contractor license from the NC Manufactured Housing Board, for each place of business143-143.11. The Board's licensing is run by the Office of State Fire Marshal's Manufactured Building Division. A license requires a $250 fee, a $55 fingerprint fee per owner, a $10,000 surety or cash bond, a criminal history check, and a qualifier who passes the written examOSFM. The bond can give you some recourse if setup work is bad.
